Apple started offering Factory Unlocked version of iPhone 4S that will work on any GSM network in the world. Apple US store is now offering contract free and carrier-lock free iPhone 4S. The variation in the prices are on the basis of capacity of internal memory like 16 GB version being the cheapest one at $649.
Apple also mentioned that unlocked handset will not work with CDMA carriers. Check out the following statement from apple:
“The unlocked iPhone works only on supported GSM networks, such as AT&T in the U.S. When you travel internationally, you can also use a micro-SIM card from a local GSM carrier. The unlocked iPhone will not work with CDMA carriers such as Verizon Wireless or Sprint.”

The contract-free iPhone 4S can be unlocked by connecting the device via USB cable to your PC and opening up iTunes. You’ll see a “Congratulations, Your iPhone has been unlocked.” message on the screen and then you can set up and sync your iPhone.
If you are out of US, like in India or UAE where prices for the 4S are expected to be around $1000 or more will further decrease as Apple is officially releasing iPhone 4S to many countries.
